How in the World Do They Come Up with Hurricane Names?

I always found an interest in how they come up with the names for storms such as tropical storms and hurricanes.  In researching the origin of hurricane names, I learned quite a bit.  Because storms know no boundaries as far as geographical countries, the names have been given some international flair. They are agreed upon during the World Meteorological Organization by all the nations involved. There has been an effort to make the names representative of different languages and ethnic backgrounds, although they are still almost exclusively English and European.  One thing that is not clear is exactly how they then come up with the specific names.  Maybe they are names of children, relatives, or significant others.
